About this grant

The U.S. Embassy in the Philippines’ Public Affairs Section (PAS Philippines) of the U.S. Department of State is pleased to announce that we are considering proposals for the 2023 Emerging Voices (EV) Small Grants Program. Our funding goals, strategic themes, and processes for submitting grant proposals are all outlined in this notice. Please read carefully and follow all instructions.  This notice is subject to the availability of funding. Eligibility requirements

All of the following criteria must be met:

  • PAS Philippines’ target audiences include U.S.-Philippines youth, youth leaders and youth-led organizations, cultural and educational leaders, innovators, digital influencers, youth from minority groups and vulnerable communities, national and regional media, NGOs and think tanks, government officials (state, district, and municipal officials; policymakers, civil servants).   • Award Range: $5K to $20K
  • Total Program Funding: $40K

How to apply

  1. 1Check eligibility: Confirm your organization type (e.g., nonprofit, state government), project alignment, and deadlines from the opportunity synopsis.
  2. 2Register: Create a Grants.gov account via Login.gov, complete SAM.gov and UEI registration, and authorize organization representatives (takes 2-4 weeks).
  3. 3Prepare application: Select "Apply" to open Workspace, download forms (e.g., SF-424), complete offline/online with validation checks, and upload supporting docs like budgets and narratives.
  4. 4Submit and track: Check package for errors, sign/submit via Authorized Organization Representative (AOR), and monitor status with your tracking number
  5. 5Applications must be submitted through grants.gov
