About this grant
The Innovation Voucher Programme (IVP) is a flagship State Government initiative implemented by the Entrepreneurship Development and Innovation Institute (EDII), Tamil Nadu to promote structured research, innovation, and commercialization among Micro, Small and Medium Enterprises (MSMEs) and startups. The programme is designed to increase innovation capacity within manufacturing enterprises and enable them to transform ideas into commercially viable products and services. Under this programme, financial assistance is provided in two structured formats. Voucher A offers grant support up to ₹3 lakhs to help eligible enterprises convert innovative ideas into working prototypes. This stage focuses on idea validation, research support, and prototype development to bridge the gap between concept and tangible output. Voucher B offers grant support up to ₹7 lakhs to facilitate commercialization of validated innovations. This includes support for service engineering, prototyping refinement, design services, technology transfer, intellectual property procurement, product testing, quality validation, certification, and structured project management. The strategic objective of the programme is to enhance competitiveness of manufacturing MSMEs, increase participation in science and innovation, and accelerate the journey from ideation to commercialization. Through state-level screening and evaluation, innovative proposals are identified and supported with financial grants and institutional mentorship, ensuring structured innovation growth within the state’s industrial ecosystem.

Eligibility requirements
All of the following criteria must be met:
- Applicant must be a manufacturing MSME or Startup.
- Enterprise must be registered and located in Tamil Nadu.
- Applicant must be willing to co-finance the innovation investment as per IVP norms.
- Should have a CIBIL score of 750 or more (if applicable).
- Should not have any prior contract with the designated Knowledge Partner.
- Voucher A supports idea validation and prototype development.
- Voucher B supports commercialization of validated innovations.

How to apply
- 1Check eligibility as a Tamil Nadu-based MSME or startup with a manufacturing/innovation focus, ensure co-financing readiness, and maintain CIBIL score of 750 or above for Voucher B.
- 2Choose between Voucher A for prototype/R&D support up to ₹2–3 lakh or Voucher B for commercialization, testing, and IP support up to ₹5–7 lakh.
- 3Select an approved Knowledge Partner such as a TBI or NGI from the EDII Tamil Nadu partner list.
- 4Submit the application through the partner portal or email to EDII-TN via admin.editn.in/ivp, including project proposal and budget details.
- 5Applications are reviewed by the State Screening Committee during ongoing calls, so check current deadlines.
- 6Track updates through your Knowledge Partner and EDII notifications.
